Developers must define keyboard navigation for nearly all their applications. This is time-consuming, hard work; but, as many developers point out, it is essential for most applications. In this paper we present a new model for defining keyboard navigation which gives developers a framework in which to think about keyboard navigation and allows navigation to be more consistent and easier to define for large applications. This model has been integrated into the ITS application development environment. © 1993 IEEE
